distribution

We currently include all external tools from `tools` directory in the
source distribution.
However, since we decided to include the most important ones in the
installation (issue 801, issue 1028) and since easy_install/pip do not
install these sensibly anyway, we decided to drop the other tools from
source distribution altogether.
They will continue to be available as separate downloads from
SupportingTools wiki page.
