1) In this option, the list of keywords tags would go in line what is pointed in red arrow (see the attachment Example1). If my assumption is correct then user would have to click open the keywords to see the tags.

If the user has to click open the keywords, so see if it is essential or non-essential, seems to be quite lot of work. If user has to click open the all the keywords, he can read from the info level, what the keyword does. And therefore determine by himself, is the keywords essential or not. I was hoping to see something in the line pointed in the green arrow (see the attachment Example1).

2) In this option we can freely choose, where the tag goes? And also do all sort other things, within the css limitations.

Perhaps the Example2 attachment describes best what I was looking for. See an indicator/tag somewhere in the keyword line, that this keywords is essential and the others are not. Where in the keywords line, the tag is placed, it is not that important.
