Behaviour when javac, jar aren't available

I found that package.py doesn't handle the situation very well when Java
tools like javac and jar aren't in the command line search path. You get a
lot of output and a final success message while actually no dist is
produced. Please find a patch attached that improves the behaviour of
package.py a little bit (plus one typo removed).
