running tests with `--output NONE`

Currently if generating XML output is disabled with `--output NONE`, also
log and report generation is automatically disabled. This is done because
generating log and report has not been possible without the output. In RF
2.8 this will change and generating report without processing output is
possible (issue 1430). It would thus be better not to disable report
generation when output is disabled.
This change is backwards incompatible because after it report is generated
when output is NONE. That is not a huge problem because it is possible to
use `--report NONE` to explicitly disable report generation. That works the
same way with all versions.
