If I understood this correctly, the problem is that MY_NEW_LIB itself doesn't have library scope defined. Robot only checks does it have ROBOT_LIBRARY_SCOPE and doesn't even know about other libraries it uses internally via the AnnotationLibrary.

This issue is not really about Robot Framework itself and it's thus invalid in this tracker. If you would like AnnotationLibrary to support new ways to specify the library scope, please open an issue to JavalibCore issue tracker:
