I was able to reproduce this with RF 2.7.6 and also with 2.7.7. This issue
has already been fixed in RF 2.8, though, because since then HtmlWriter
uses UTF-8 encoding by default. It seems that I fixed it as part of
revision 4ee566bd205f.
