environment variables for setting default command line options

These options would allow specifying default values for Robot and Rebot,
respectively. In practice options specified by them would be placed in
front of any explicit options on the command line.
This feature allows global configuration of options so that they don't need
to be repeated every time Robot/Rebot is run. This is especially useful,
for example, with --critical or possibly soon added --gherkinprefixes
(issue 519).
