New issue 1600 by [email protected]: OperatingSystem.Copy File fails
when destination is a directory that already contains the file with same
name

shutil.move raises an error when directory is used as destination and it
contains a file with the same name as the source file.
The new implementation of Copy File now clearly works in a different way
compared to the old implementation.
Thus fixing this is a priority.
