New issue 1654 by bo...@163.com: It shows wrong Character for non-ascii
characters when running.

Explain the new feature or other enhancement idea you have.
I run test script in robotframework-2.8.1.jar, but it show wrong character
for Chinese characters. So I found it is encoding with cp437 in
[robotframework-2.8.1.jar\Lib\robot\utils\encodingsniffer$py.class]. I
change it to cp936, but it shows "unknown encoding 'cp936'".
Can you help me?
