I don't have time to test this right now, but I can believe that this bug
exists. The root cause is that in dry-run mode Robot in general doesn't
execute keywords in libraries. This ought to be easy to fix by making Set
Library Search order special and running it even in this case. AFAIK we
already handle Import Library specially like this.
