While developing DateTime library (issue 415) we noticed that it is
convenient to give times in 'clock format' e.g. 01:01:01:001. Instead of
adding this support to DateTime library itself it is better to implement
this in the utility functions that also handle the rest of time formats
i.e. robot.utils module. That way the 'clock format' will be easily
available for other usages too.
