Teleport Pro is an offline browsing program. I do not believe it supports robots.txt.
Here is a link to the site: http://www.tenmax.com/teleport/pro/home.htm TP includes a feature called "Server Overload Protection" that is designed to prevent too many hits to a server. The user must not have had this feature enabled: http://www.tenmax.com/teleport/pro/support.htm I hope this information is helpful.
