#399: LOG_LEVEL vs LOGLEVEL

Since small things can help making ROCK even more popular in the robotic
community, I want to suggest to make log level naming a little more
consistent:
Right now we have ORO_LOGLEVEL and BASE_LOG_LEVEL, so changing both to
either
ORO_LOGLEVEL and BASE_LOGLEVEL or
ORO_LOG_LEVEL and BASE_LOG_LEVEL
would help.
And right now we have numbers (1-6) for ORO_LOGLEVELS
and names "DEBUG" etc. for BASE_LOG_LEVEL.
Both don't accept the respective alternative.
