I would move the type definition to rock.base (base/types and base/orogen/types) imported by rock.toolchain. Otherwise we are likely to start a second base/orogen/types. Furthermore, this would also allow to disable the orogen plugin "orogen_metadata" if needed.

    By doing so could you please have a look why base/orogen/std
    depends on tools/orogen_metadata which is a bit wired.
