#450: autoproj rebuild should reinstall rubygems

i use autoproj often after a system (specially boost/compiler update).
Therefore the ruby gem's got broken to. A rebuild triggers only the re-
generation of all rock packages. Unfortunately the ruby-gems got broken
during a system update and needs to be re-installed manually.
For a normal user this get confusing. I suggest a re-installation of all
rubygems if a full rebuild is triggered.
