#482: syskit/roby: start state-machines in use-given-state

For debugging or even robotic development we had often we need to start
statemachines in a use-given-state.
The usecase is: you have a large statemachine for you system, you know
that the previous part works well, and you wand to jump-in to a spvific
state to test your system from this point on.
A separation of states allows you only to test this specific state, but to
test a statemachine on from a given point we have no way currently.
I'm open to implement this, but i need a hint where to start and which
modules needs to be touched...
