I always run make clean before i do any compile. I have tried completely
reinstalling cygwin also with no luck.

If it is. The svn build is fine.
Perhaps
$ svn revert -R .
(In your source root of course...)
$ svn up
Then try again.
If that fails maybe check out rockbox again in a new dir and see what
happens.
Also run /trunk/tools/rockboxdev.sh
Dunno how cygwin will handle that script though.
I don't use windows so can't test.
