Release 3.0, scheduling.

Alright guys, it's nearly August. How does everyone feel about freezing 
on the 15th, and taking our final build on the 31st? We may not release 
on the 31st, but when we do release that's the code we use, unfreezing 
on the 1st. Release may be delayed slightly for packaging, utility 
testing, final manual edits, etc. That gives just over 2 weeks, and 
encompasses 3 weekends during the freeze.
