Yeah, I thought that was ridiculously slow.  I assumed it was due to 
some operations being slow on Cygwin.

I was not using ccache.  After installing it, reconfiguring ("Found and 
uses ccache") and building once, I was able to build again from a clean 
state with -j 4 in 4:30.
