We want to boot our ARM9 from SD Card, but we would like to avoid the need to pay royalties for using the SD BUS for communicate with card.

Does anyone knows if this ids true?

We don't make hardware. I think you need to ask the SD Card Association about that. Wikipedia says:

Royalties for SD/SDIO licenses are imposed for manufacture and sale of
memory cards and host adapters (1000 USD per year plus membership at 1500
USD/year) but SDIO cards can be made without royalties and MMC host adapters
  do not require a royalty.
