- prevent track skipping enabled and
- user skips forward near end of track

In this case we have three options:
1) Beep and ignore the skip
2) Skip to end of track and allow playback to continue natually to next
track
Why did you completely ignore my concerns about how it works now and the
suggested solution? Not even listed as a possible option. (The third
option in you list, mentioned in the followup, was to remove the setting
as a whole.)
