It did work this way in the past but that "alias" was lost when
features.txt was introduced in the manual builds. Still, I'd rather
remove the manual configure option completely as it's pointless by
itself these days.

As for voice files: a "make voice" target could assume english as
language and override it using some environment variable. I agree that
voice files are a bit tricky, though as far as I can see removing the
configure options could be achieved for most used configure options --
build, sim, manual and bootloader, i.e. everything that's outside of
the "advanced" section.
