I would tend to agree with you, but then it's difficult to add keymaps
for a target you don't use.
If someone owning such a target will use the feature, then he/she can
participate and add the keymap.
Correct me if I'm wrong here.. but wouldn't it be faster and smarter to
go ask people on the forums or IRC what buttons they'd like to assign to
what feature/function? As far as I know there's also a lot of
documentation as far as button "names" and usage conventions goes..
