It is a known issue. As has been said in IRC (the "main" day-to-day communication method over the mailing list), the server hosting the forums (among other services) has frequently been the victim of a non-targeted denial-of-service attack for a couple of months now. It typically is down for a couple hours a day (depending on when I am able to catch that it has hung).
The server is mine and is in the process of being completely rebuilt from the ground-up to fix this issue among other issues (it should be quite the improvement). It may be a while yet though due to competing priorities. Pardon the dust.
