Use the pipe command from IPFW
 
something like
 
 
add pipe 10 ip from any to any in via vlan22
add pipe 20 ip from any to any out via vlan22

pipe 10 config bw 2Mbits/s queue 50 plr 0.0005 vlan22
pipe 20 config bw 2Mbits/s queue 50 plr 0.0005 vlan22
