There is a spelling mistake. You should read "Certificate issuer is not
a CA". It means that you didn't sign the client certificate with a
Certificate Authority (CA).

In the howto (http://rohc-lib.org/wiki/doku.php?id=iprohc-run), you may see 
that the CA contains:
    X509v3 Basic Constraints: 
      CA:TRUE 
while the other certificate contains:
    X509v3 Basic Constraints: 
      CA:FALSE

Is it the case for you?
