When we voted on the 1.3 release, we planned on releasing it on
Java.Net. If there's going to be a hold-up posting the release on
Apache infrastructure and we can't do it by the end of this week, I'm
going to fall back on that original plan.

I believe we are ready for release. Where should I upload these files?
I haven't created the tag because I'm not totally sure we're done.
