Have you considered implementing some sort of "Domain Segmentation" which
would allow to segment Blogs access and management by domain. A domain can
be defined as a website, department, team, etc.
Each domain will have it's own Blogs, themes, FrontPage listing, Admins
accounts, users, etc but they will all run on the same webapp. The advantage
is the ability to run different sites from the same platform without having
to deploy many instances of roller. For example: a company can use it to
segment Blogs by department or country (whenever is does not want to share
blogs across the organization) or a hosting company can run a single
instance for all it's clients).
