Let me clear up a couple of confusions.
(1) The license is for using the Technorati ratings/link counts and
feed-related features in Planet. Hopefully Dave J will comment
further on this. I'm not as familiar with configuring this.
The SyncWebsitesTask does two things:
1) makes sure all blogs in Roller are represented in the planet
aggregator
2) makes sure blogs deleted from Roller are removed from planet
3) if a Technorati license file is present, assigns a ranking to each
blog in planet
If there is no Technorati license present, we log an exception and
continue.

Trying to get Planet to work in RC3 & 4 and found this in the

warning about 'group' expected?
No entries appear in Planet.
Without a technorati.licence file, roller catches a null pointer
exception
even when the Technorati ping target is commented out.
That GROUP error is troubling and I'll look into it, but it looks
like the real problem is this:
ERROR 2006-02-11 21:34:35,640 SyncWebsitesTask:syncWebsites -
ERROR: cannot
sync websites with Planet Roller - absolute URL not specified in
Roller
Make sure you your site's URL on the Roller Configuration page,
planet needs it.
For example, on a default Roller install, the URL would be:
http://localhost:8080/roller/
