Here's what I got back from my sysAdmin, can you clarify please. We are
trying to comment out the trackbacks servelet, but it breaks the site.
Can you please let us know what you think the best course of action to
take is? Thanks.

I need to understand a little better exactly what your looking for.
Commenting out trackbacks in the web.xml isn't going to do what you
need.
The only reference to trackbacks in the web.xml is where the Trackback
Servlet maps to as you can see here:
<servlet-mapping>
<servlet-name>TrackbackServlet</servlet-name>
<url-pattern>/trackback/*</url-pattern>
</servlet-mapping>
This will not eliminate trackbacks but will just break the site.
Can you explain exactly what you need?
