Make sure you've created a subdirectory named "logs" underneath your CATALINA_BASE directory and that it is writeable by the user running the Tomcat process. [See step 7.4 of the InstallationGuide on the wiki.] If you have the directory, you should find a "roller.log" file there. Check the contents. Include in your e-mail an excerpt of the logs covering one Tomcat startup from scratch; if you see exceptions/errors, you can probably cut to the chase and send those. We can try to provide more help from that point.
