That's an ancient file, not used since 0.9.8 days or before.

found in it the element:
<editor-page>editor-text.jsp</editor-page>
I edited this file and swapped out editor-text.jsp and inserted the
name of another of the stock weblog editor pages. After restarting
the server and testing, all new weblogs continue defaulting to
editor-text.jsp.
Any assistance would be greatly appreciated.
