it definitely should have found the file there, so check the debugging output 
to see what happened.

another possible reason why you didn't see your theme change is because tomcat 
persisted your session between server restarts.  i have seen this happen to me 
in the past as well.  you either need to remove your session cookie or logout 
of roller to make sure your session is invalidated.
