It should not be packaging the raw script, or at least it should contain the transformed scripts as well (one for mysql, one for postgresql, one for hsql).
I downloaded Roller 1.0 from Java.net (could not find a prebuilt 0.9.9) and see that 098-to-099 was *not* transformed! Fortunately 098-to-100 is transformed (shouldn't that be 099-to-100?), and the manual fix to 098-to-099 is small and simple.
