Yes, that is true and that is by design. In general all weblogs are meant to have visibility into only the content published to that weblog, never to content published to other weblogs, which makes sense in almost all cases for security reasons.

I don't think we've ever had anyone trying to do what you want. Is there a reason why using the /www/search?q=xxx is not adequate?

Truth be told, I don't see this as a something that is commonly desired and the current system does not have any way of supporting it though configuration. If you want to do it you will have to dig into the code a little bit and modify the way the SearchResultsModel works.
