The e-mail notification functionality that is built in would allow you to
notify the blog owner and other people who had already commented on the same
entry to the blog (and left e-mail addresses) whenever a new comment is
added.
Subscription-based reading is probably handled best using the Atom or RSS
feeds.

frequently, but all entries and comments are of interest to most
