I'm not sure where his fix it, but I remember having a problem where people would drop link at the login menu and the descriptor wouldn't free... we ended up tapping out at 1023 or so at which point no one could login. If you can't find out where it's happening, you might check around that area of the code and make sure descriptors are free'd properly there.
