Make should work... assuming you installed the full version of cygwin.  If 
not, I think you can pick up the extra components to cygwin in a separate 
download.  If that doesn't sound right, do a search on your system for 
make.exe and be sure it's in someplace accessible from your path in cygwin.

Startup probably won't work because you won't have csh.  You'll have to get a 
startup script that works in bash, and there are quite a few of them, just 
search the archives or browse the snippet sites.

vi in cygwin...OR since the files are just on your windows filesystem, you 
can use any text editor (like notepad).  There are a billion text editors and 
everyone has their favorite..
