Setting in the pfile is the best way. You are getting the 'security is 0' because your level is 0 and it wont let you set yourself above that. Kinda like advance wont let you advance above your level. When you set the pfile to 9 were you logged in? A copyover wont help if you are editing the pfile. You will need to log off and then edit the pfile, then log back in. Sorry if you already tried this, but it usually works perfectly like that. If this was already tried...let us know more.
