No, the first number is the area max, the second
number is the room max.  For your sentinel guards, put
the reset as reset 1 mob [vnum] [max in world] 1. 
That one will only allow 1 to reset in the room.  That
reset will never again reset, as long as a guard is in
the room.  Unless you have altered how areas reset,
this is how OLC works.
