Slowing down monster attacks

I'd like to slow down the rate at which the monsters attack. Right now it's 
about every 3 seconds. 
I'm not sure if I increase it, all the delays will be increasd as well, which I 
don't want.
I was wondering if anyone can give me any info on this.
