Terry Davis at the United Nations warns against descending to the level of terrorists in countering terrorism
Strasbourg, 25.10.2004 – Whilst at the United Nations in New York, Council of Europe Secretary General Terry Davis called on the international community to combat terrorism in accordance with international law. Speaking at the United Nations General Assembly, Mr Davis said that terrorism was one of the gravest threats to human rights worldwide. “But”, he warned, “if we behave like terrorists, we will destroy our own credibility, we will descend to their level and we will increase support for them”. Advocating the Council of Europe’s threefold approach to combating terrorism, based on legal co-operation, respect for human rights and increased intercultural and inter-religious dialogue, he said “we must break down cultural and religious barriers and talk with each other to foster mutual understanding, reduce prejudice, and promote universal commitment to the same fundamental values”. Mr Davis said he was addressing the United Nations General Assembly as a representative “not of the ‘old’ Europe nor of the ‘new’ Europe, but of ‘one’ Europe committed to making the world a better, fairer and safer place”.
