Dear All,
 
The Joint Facilitation
Committee is
a transitional consultative body committed to facilitating the creation of
transparent and democratic mechanisms for more effective engagement between
civil society and the World Bank (WB) at the global level.  The
overall objective of the JFC is to secure deeper and more meaningful
opportunities for civil society to engage with the World Bank in terms of its
operations, its policies and its governance structures.  Specifically, the
JFC seeks 1) to produce a guiding framework for World Bank-civil society
engagement; and 2) to establish transparent, accountable and democratic
mechanisms for further engagement. The secretariat for this initiative is
CIVICUS (www.civicus.org).
 
As
part of its mandate, the JFC encourages organizations from all over the world
to convene 'national consultations' which are one day meetings, organized and facilitated voluntarily by local
organizations to discuss issues related to World Bank-CSO engagement in their
specific country.
 
There is a specific outline
and process for the consultations. The outcomes of this process are then shared with the JFC researchers which will
feed this input into a discussion paper which will be prepared on 'CSO-Bank engagement' and presented in a global forum to CSOs and Bank
leadership in April. This process
presents an important opportunity to
channel feedback and constructive ideas on how to improve
engagement!
 
 Organizations interested
in doing these consultations should have: (a) Experience in
multistakeholder consultations with the WB (e.g., SAPRI, WCD, and PRSP) or in
opposition to these efforts.;(b) Feasibility of finding skilled facilitators
or organizations independent of the Bank
(c) Regional variety of
participants in the consultation (if possible,
but not required).
 
There are organizations
participating in this effort from all over the world- but there are still no
participants from the ECA region!!
 
Of course all countries are
encouraged to take part.. but, participation from the
following locations would be especially useful  1) Tajikistan or
Afghanistan, 2) Kyrgyz Republic, 3) Moldova or Albania .
