CONTEXT AND AIM OF THIS EVENT
The aim of the 3rd Summit of Heads of States and Government is to draw inspiration from Europe's shared values regarding the protection of the rule of law, human rights and democracy, to define the role of the Council of Europe in the new European institutional framework. In 1993, the final Declaration of the 1st Council of Europe Summit expressed the conviction of all Member States that the participation of Young People is essential for creating the cohesive yet diverse Europe necessary to consolidate peace and stability on the continent. The opportunity given by the Council of Europe to young people to contribute to the debate on the future of Europe, in the framework of the 3rd Summit of Heads of State and Government will contribute to reaffirming the importance of youth participation in building European societies based on the values promoted by the Council of Europe. In the framework of this event, a wide range of cultural, educational and other activities will be held on 14 and 15 May, organised by national and local organisations and foundations, around the general theme of "Youth - future - Europe".
MAIN OBJECTIVES OF THE YOUTH SUMMIT
- To contribute to the debate on the role and place of the Council of Europe in the new European institutional framework
- To define the role of the youth sector, in promoting the core values of the Council of Europe
In this regard, a YOUTH DECLARATION will be adopted by the participants in the Youth Summit and presented to the Heads of States and Government at the opening session of the 3rd Summit. To ensure that this Declaration reflects the opinion of a wide majority of young people around Europe, the European Youth Forum will launch a large scale consultation by sending a questionnaire to all its member organisations, to Advisory Council members and to the partners of the Directorate of Youth and Sport (DYS) of the Council of Europe on the issues relevant to the above-mentioned objectives.
SELECTION CRITERIA FOR THE PARTICIPANTS and PROCEDURE TO BE FOLLOWED
Call for participants
48 representatives will be selected from the States parties to the European Cultural Convention and 20 from international non-governmental youth organisations (INGYOs) and European youth networks.
Selection process
- Country representatives will be selected through NYCs.
- Each NYC is invited to present a list of 3 candidates, giving them priority.
The remaining representatives from countries where there is no NYC1 will be selected through INGYOs members of the YFJ and partners of the DYS, which would propose participants from their branches in those countries.
INGYOs are invited to propose 3 candidates, giving them priority.
All participants will be selected bearing in mind regional and gender balance.
All applicants/ participants must comply with the following criteria:
Be willing to actively contribute to the debates;
Be active in youth NGOs
Have some experience in Council of Europe activities at local or European level;
Be aged between 18-30;
Be committed to take part in the whole Youth Summit.
In addition participants are encouraged to be available as resource persons at the cultural activities taking place on the 14 May in Warsaw.
PRACTICAL INFORMATION / DEADLINE FOR APPLICATIONS
Participants' travel costs, meals and lodging will be covered by the Directorate of Youth and Sport and the Polish authorities. No application will be considered without the Appendix submitted by the deadline. The application form needs to be submitted in English or French.
Please take note that the participants are requested to arrive on 14 May and depart on 17 May.
