* Call for Proposals: Small Projects Programme in Turkey: Strengthening Civil Society Dialogue
Budget (EURO): 1,000,000.00
Description: GENERAL DESCRIPTION
The programme will fund a wide variety of actions focused at initiating a dialogue between Turkey and EU Member States, Romania and Bulgaria, at raising the awareness on EU integration and at achieving higher visibility of the EU in Turkey:
- organisation of seminars, conferences, workshops, round tables, etc.
- public information and dissemination campaigns
- translation and publication
- other actions in the context of the general purpose of the Programme.

PROGRAMME OBJECTIVES:
- To raise awareness in Turkey on the various aspects of European integration, the enlargement process and the impact of accession.
- To contribute directly to closer European integration of Turkey; and
- To increase the visibility of the European Union across the country.

SPECIFIC OBJECTIVES:
The Programme priorities include promotion of the enlargement and accession process and raising the public awareness through:

- The establishment of new partnerships and networks of Turkish civil society organisations / non-profit organisations with European counterparts according to their field of activity, to initiate a dialogue, to exchange knowledge, information and best practices related to the EU integration process,

- The organisation of events and fora to allow debates between civil society organisations / non-profit organisations in order to promote a better knowledge and understanding of the European Union within Turkey, including the values on which it is founded, its functioning and its policies,

- The organisation of events and fora to allow debates between civil society organisations / non-profit organisations in order to ensure a better knowledge and understanding of Turkey within the European Union, including its history and its culture, thus allowing for a better awareness of the opportunities and challenges of future enlargement in a multicultural Europe.

Preference will be given to proposals ensuring high visibility of the civil society dialogue as described in the Communication COM(2005)290 final.

WHO CAN APPLY:
Non-profit-making organisations:
- non-governmental organisations, including foundations, associations and charity organisations
- regional and local authorities and their associations,
- professional organisations including trade unions, regional development agencies and chambers of commerce,
- institutions of higher education including universities,
- religious communities,
- research and development entities and their organisational units.

Geographical area restriction:
Actions must take place in Turkey, in an EU Member State, Romania or Bulgaria.

PROJECT DURATION:
Maximum project duration may not exceed 18 months.

FINANCING CONDITIONS:
- Minimum grant for a project: €15,000
- Maximum grant for a project: €50,000
- Maximum proportion of project costs to be covered by Community funding: 80% of eligible costs.

A minimum of 20 grants will be awarded.

DEADLINE:
13 September 2005, at 17:00 hours.

TIMETABLE:
Provisional notification date of results of the award process: December 2005.
