Brussels, 07 December 2005 EAC/D2/PM/EL/mr D(2005)/R/20731 Code dossier: 2004/JEUNE SUP A N/035 NOTE TO THE DIRECTORS OF THE YOUTH NATIONAL AGENCIES Subject: The YOUTH programme in Romania Dear Colleagues, Following a meeting with the National Authorities on YOUTH in Romania, DG EAC Director General, Mr Nikolaus van der Pas, has decided to suspend the YOUTH programme activities in Romania, having as an implication that there will not be stipulated any agreement with applicants from the deadline 1 November 2005 onwards, until further notice is given. The suspension is due to serious mismanagement of the programme by the National Agency, which has reached a level that now demands such a radical step. There are two main concerns we will have to deal with:  The very difficult financial situation of the Romanian beneficiaries and those of their partners who are dependant on the payments to follow the agreements with the Romanian NA. The Romanian National Authorities have the responsibility for the handling of on- going projects as efficiently and transparently as possible, and will properly inform youth organisations on the current situation.  The reorganisation or set up of a new National Agency in Romania. This is the responsibility of the Romanian National Authorities. As soon as the Commission is assured that all technical conditions are fulfilled, the Programme's implementation in Romania will be restarted. For the time being, it is difficult to predict how long this suspension is going to last. We will take all necessary measures, together with the Romanian Authorities, to get the implementation of the YOUTH programme back on track as early as possible. As the users of the YOUTH Programme in Romania are not to blame for the current situation on the contrary, they are the victims , they will still be in a position to apply for funding on the centralised level and to take part in multilateral activities organised by partners from other countries. In any other activities where they might participate without the support of a Romanian NA, they are also invited to do so.
