Title: Carpathian ROAD

Dear rural developer,
Center for Rural Assistance, in partnership with the Carpathian Foundation organizes a two day workshop convening the key actors that influence the ROAD for the harmonised development of the communities in the Central and Eastern Europe (with a special focus given to the Carpathian Euro-region), in order to identify suitable instruments and tools to be used in the next European Union programming period (2007-2013) and also to share experience beyond the EU borders.

Rural challenges are similar no matter the geographical location, since the local economies are narrowly based, the average incomes are low, there are few or no job opportunities for young people and we experience high levels of unemployment. Millions of farmers face the need to adapt their farm enterprises to new conditions, and to diversify their enterprises but they often lack the pattern, know-how and the capital to do this.

We share the vision that regeneration and modernization of rural areas requires an integrated approach that takes into consideration that rural areas can offer more than primary productions of farms and forestry. In order to reduce regional and social disparities, to contribute to both cohesion and competitiveness it is crucial to diversify rural economy in a sustainable way, and one possible adequate tool is the LEADER model, which will be presented and discussed accordingly.

We also believe that civil society organizations as an important source for local social and economic innovations can play a crucial role in this process. We also believe that cooperation and partnership at local, interregional and European levels between stakeholders is one of the preconditions of success.

Considering the above arguments, the conference’s main goals are:
• to discuss the adaptation of European Commission agricultural and rural development policies in the new EU programming period and their impact in the region and beyond;
• to identify specific priorities in support of the development of cohesive and sustainable diversified rural economy;
• to network and start a cooperation between NGOs and decision makers, regionally and internationally.

In order to achieve the above mentioned goals, during the 2 days plenary sessions will alternate with moderated thematic workshops and regional parallel meeting.
