What's the difference whether it concerns institutionalised
children, youth or adults? They are all abuses of fundamental human
rights and of human dignity.
These institutions are now under the responsibility of county
(judet) authorities. The institutions no longer have directors, only
managers (sef de centru); the direction is with the DGASPC. How many
DGASPC have really achieved any significant improvements for the
residents? Why are they so interested to keep the institutions
functioning instead of setting up the social support services
required by law and government policy?
Of course, verification of facts has to be done (medic legist,
Tariceanu commission, etc.). But everyone in the system knows what
is going on and why nothing is being done... and why nothing can be
done: the US diplomats and NGOs can't be everywhere, all the time!
Who else dares stand down county officials with interests much more
important than the well-being of a few tens of thousand citizens
shut away out of sight (except to nosey US citizens) and out of mind
(unless some nasty European is thinking of painting a yellow card
bright red)???
