Public Policy – Concepts and tools to manage policy reform Training Workshop, Sinaia, 10-14 July 2006 Why this workshop? The public policy workshop is part of a comprehensive training program designed and offered by World Learning in the framework of Romania Civil Society Strengthening Program (RCSS) which includes several workshops aiming to improve NGOs knowledge and skills in the fields of advocacy, public policy and their capacity to act as watchdogs. Workshop Description This training event is designed to support NGOs enhance their capacity for successful policy-making and improve skills for analyzing the politics of the policy process. The workshop will give participants a keener understanding of the primacy of implementation in the policy process and will offer approaches and tools to deal successfully with the process, showing how the process side of reforms can be systematically assessed and managed. Trainers The course will be held by Ben Crosby, Ph. D. from Management Systems International (MSI) and a Romanian co-trainer. Dr. Benjamin Crosby has over 35 years of international development experience, and has managed USAID's Implementing Policy Change (IPC) project which provided technical assistance for public policy reform, institution building and democratic governance in over 30 countries throughout the world for 10 years. He has conducted training and technical assistance, helping also governments to establish Policy Analysis Units and providing technical support to NGOs to establish lobbying networks. Dr. Crosby is co-author of Managing Policy Reform (Kumarian Press, 2002), a first book to give a comparative perspective on policy processes in developing and transitional societies, a valuable roadmap to the process of economic and political reform. Participants The course is open to representatives of civil society organization who wish to increase their voice and clout in the policy reform process and to become more strategic and effective policy advocates and influencers. Priority will be given to project managers of selected and pre-selected applicant organizations under the Romania Civil Society Strengthening Program (RCSS) and their partner organisations. Interested persons are requested to fill in the attached application form and send it by mail to [EMAIL PROTECTED] by July 3, 2006. Applications received after the deadline will not be taken into consideration. Participants are expected to have a good command of English language. World Learning will cover meals and accommodation expenses (in double rooms) for the participants.
