construction The project to reconstruct the existing Beska
bridge and the construction of a parallel "Twin Bridge" over the Danube River
has raised the question of the European Bank for Reconstruction and
Development's apparent preference for financially backing foreign investors at
the expense of domestic companies in Serbia... The
Skopje bypass's Environmental Monitoring and Advisory Group sets a
precedent Following pressure and lobbying from local
communities near Skopje and NGOs from Macedonia, the EBRD set up a
project-specific environmental management and monitoring initiative.
New
Struma highway EIA - new challenge to the Kresna gorge in
Bulgaria The second public hearing on the fourth EIA of
the "Struma" motorway project took place on the last day of May in the Kresna
Municipality, in south-west Bulgaria. It was part of the EIA process aiming to
establish the scope of the new EIA of this old priority TEN-T project. The
meeting should have collected the opinion of the affected people for the scope
of future assessments, however, it turned out to be another occasion to try convince the local population that the
project would be positive for them. Railway poll in Macedonia finds that everybody loves the
train With the aim of estimating the functionality and
practicality of rail transport in Macedonia, Eco-sense conducted a poll on a
stretch of line within Corridor X, branch D (Skopje- Veles- Bitola). The opinion
poll canvassed nearly 200 passengers travelling from Skopje in the direction of
Veles and Bitola and from Bitola/Veles to Skopje. According to the initial
analysis of the poll, 64 percent of the passengers use this line to travel to
Prilep and Bitola, and 43 percent use this line every day (for work or school).

Skopje-Prilep-Skopje. Public utility against public interest in Bucharest
The Basarab overpass was declared a public
utility project in the July 6 session of the Bucharest General City Council (the
proposal was previously rejected by the City Council three times), in order to
allow expropriations in the project area. The session was organised in breach of
the procedure regarding extraordinary sessions on the General Council, so that
the "right" people were in the room. The General Councillors applauded the
expropriation of the citizens they represent, as they considered it a victory -
a disgusting sight for the people present. Zagreb incinerator ash disposal hits political
opposition After ending a year-long boycott of the Zagreb
County Assembly, the HDZ (Croatian Democratic Union) party has returned with
some tough questions about the agreement by Zagreb County to dispose of ash from
Zagreb's planned 385 000 tonnes per year municipal waste incinerator, for which
the EBRD is considering providing financing. In the Assembly's session on June
29, HDZ complained that not enough information has been provided on the toxicity
of the ash, and that the project generally lacks
transparency. Secret agreement completed - the privatisation of the
Macedonian electricity distribution sector One of the recent outcomes in the restructuring
of the Macedonian electrical energy sector is that the Macedonian distribution
company has a new owner. On March 16 this year, Austrian EVN AG was proclaimed
the winner in the tender to sell the national electricity distribution company,
ESM-Distribucija. EVN AG won the tender in competition against the Italian ELEM
and Czech CEZ. The German company ERVE, in spite of the fact it had fulfilled
the bidding prerequisites, did not participate in the process. ESM-Distribucija
was sold to EVN AG for EUR 225 million. EVN AG now owns 70.1 percent of the
company shares, with 19.9 percent of the shares going to the European Bank for
Reconstruction and Development (EBRD). Rosia
Montana, Romania On May 15, 2006 S.C. Rosia Montana Gold
Corporation S.A submitted the Environment Impact Assessment Study Report for the
Rosia Montana Project, Alba County to the Ministry of Environment and Water
Management. On 5th June 2006 the Ministry of Environment and Water Management
announced the inception of the Public Consultation Procedure, which will start
on July 24 and last until August 25, 2006 in various towns around
Romania. Chelopech, Bulgaria The EIA Report for extension of the precious
metals production and the introduction of cyanide leaching in the Chelopech gold
and copper mine has not yet received the approval of the Bulgarian environmental
minister. Chelopech Mining and other Canadian gold companies have complained in
court and in the media that bureaucratic and corrupt institutions are slowing
down their projects. According to environmental groups, the problem lies in the
lack of strict implementation of environmental
legislation. Popintsi referendum on gold exploration and extraction,
Bulgaria On July 10 the village of Popintsi held a
referendum on the exploration and extraction of gold on the nearby hill of
Petelovoto: 97 percent of local people voted against the project of the Canadian
company Euromax Resources (called Omax before July 2004 and registered in
Bulgaria as Martern Ltd.) and against possible future extraction of precious
metals by cyanide leaching. Bidders shortlisted for Romanian nuclear reactors
Romania's state-owned nuclear energy group
Nuclear-electrica announced in June that 13 companies have been shortlisted to
bid for the right to build and operate two new nuclear reactors in
Cernavoda.
